We have just seen Hong Kong telegram 1144 of 27th October. I am not familiar with the Peking Convention of 1898 and it will to have our papers on it looked up. reaction to the telegram is, however, that it is inconceivable that H. M. G. should have agreed to deny to themselves their normal rights to territorial waters at Hong Kong. If such a slip was made it would be best to ignore it now. To say that we have no rights over territorial waters would make nonsense of the measures for the defence of the Colony.
